Google's PageSpeed Insights doesn't like my minified css/js

The specific message that PageSpeed is giving is

Eliminate render-blocking JavaScript and CSS in above-the-fold content

Optimize CSS delivery of the following: ;

From what I'm reading, I think I've got to load it using expTheme::foot(); ??

Not really sure, but what you have above is the css, as we load all the javascript at the bottom of the page (since v2.3.0 as recommended by pagespeed)...having said that and looking around google, it appears that when you load a lot of css, they would suggest you load all your css by javascript in a deferred manner...which is kind of odd since the spec requires css to be at the top of the page in the <head> tag/element?
