New install, seeing junk...

I installed the Bootstrap3 template during a new install and I'm seeing junk chars at the top:

??/?(??????OIM??K?Pp?r?q?sU?Q?W????




What is this and how do I get rid of it?

I've not seen it before...what 'language' did you select? Have you tried switching to the other included themes (bootstrap2 or simple)? What type of server/what version of php are you running?
