Rss/E-Alerts in Blog module
I think you are confusing advertising rss feed with e-Alerts...the first simplyadds a single line per module configured to 'advertise' so the browser can flag it like this:
Some browsers will then post an icon in their interface somewhere to easily add that rss feed to the feeds they follow.
e-Alerts on the other hand are a feature to 'e-mail out' notices of changes to a module. E.g., if you have e-Alerts turned on in you blog module, AND someone 'subscribes' when you add a new blog article, the system will email all subscribers a note that the blog has been updated.
Regardless, where are you seeing the 'text' above? What language are you using? something other than English?

I've got a blog module in 2.3.3. Checked the advertise Rss in the config , filled the config of the module for both, but i get a lot of this:

Are you using utf-8 characters (two-bytes instead of single bytes) in the rss feed name/description by chance?
